Man sentenced to life for killing Toronto woman with hammer in terror case

TORONTO – A man pleaded guilty to terror-related murder of a Toronto woman with a hammer was sentenced to life in prison without parole for 25 years.

It marked the first conviction under a criminal law provision that considers murder first-degree if committed during terrorist activities.

Saad Akhtar had given himself up after the February 2020 killing in northeastern Toronto.

He chose Hang-Kam “Annie” Chiu at random, but later told police that his motivation was to commit a terrorist attack in the name of the terrorist group Islamic State in Iraq and the Levant.

The case was investigated jointly by the Toronto Police and RCMP and prosecuted by the Canadian Public Prosecutor’s Office and the Ministry of Ontario in Ontario.

Federal Crown Attorney Jason Wakely says the perpetrator intended to cause fear and insecurity.

“As with all such acts of terrorism, there is no motivation that justifies or can explain what remains brutal and meaningless acts,” Wakely said in a statement Thursday.

“While the phrase reflects society’s condemnation, it cannot address the loss that the Chiu family has suffered. We hope this decision can bring them some closure. ”
